Nature of Government: Neo-feudal vampire duchy under the ancient Code of the Crimson Seal.
Population: Approximately 200 registered vampires, hundreds of unregistered “strays.”
Public Cover: The Blackmere Foundation for Historical Preservation, a front for the duchy’s finances and cultural outreach.-
The Duchess
• Absolute monarch by right of bloodline succession, claiming descent from the first English vampire progenitor, Aurelian the Pale.
• Serves as spiritual figurehead and judge of final resort.
• Her decrees are called Nocturnes—laws carved into hematite tablets kept in the Court Hall. -
The Court Circle
Consists of the Duchess’s closest servants—her Seneschal, Spymaster, Enforcer, and Priestess. They act as her hand, eye, blade, and heart. -
The Council of Five
Advisory body overseeing the duchy’s economic, cultural, and spiritual affairs.
While they cannot overrule the Duchess, the council’s collective refusal to endorse her policies can paralyze the court’s bureaucracy. -
Lesser Offices and Guilds
• The Vault Keepers: Invictus and Lancea et Sanctum, they maintain relics and blood stock.
• The Whisper Network: Unaligned faction of spies and informants. Many have allegiances to a covenant, or two.
• The Crimson Guard: Invictus vampires trained for open combat and covert operations.
• The Veiled Choir: Lancea et Sanctum cultural influencers, artists, and media figures.
• The Bloodwrights: Circle of the Crone ritualists responsible for maintaining the duchy’s spiritual equilibrium.
