Unlike Boston’s more traditional structure, NYC embraces a five-seat ruling council, each representing one borough — a symbolic recognition of the city’s fractured but interlocking cultures.
The council is known as The Five Luminaries. - New York’s Consilium is powerful but not unified.

- Leads ongoing operations against the Panopticon, at the Hierarch's request, whom he also considers the “true enemy” of New York.
