    The Court of Ashes (Vampires)

    An ancient vampire society ruling Cairo from the crumbling undercity beneath Islamic Cairo. Their influence runs through the ministries, the police, and the markets.

    Elder Leader:
    Nabih el-Khalil, the Black Sun

    Clan: Mekhet

    Covenant: Invictus (with Sanctified ties)

    Blood Potency: 7

    Age: ~1,800 years (embraced in the early Roman occupation)

    Disciplines: Obfuscate, Auspex, Dominate, Nightmare

    Description: A withered scholar-king who believes himself ordained to “preserve order in the dark.” He feeds only on scholars and the faithful. His shadowy regime holds Cairo’s supernatural politics in an iron grip — but he is faltering.

    Goal: Preserve his rule and prevent the ancient forces beneath Giza from reawakening.

    Younger Movement: “The Veilbreakers”
    A coalition of neonate vampires and young mages inspired by the mortal uprisings. They believe Nabih’s rule mirrors the corruption of Egypt’s government and that new blood must cleanse the old.

    Leaders:

    Samira “Torchlight” Halim (Daeva, Carthian) — A revolutionary poet whose blood ignites mortal riots.

    Tareq ibn Iman (Mastigos Mage, Free Council) — A digital occultist who hacks both cameras and souls.

    Omar al-Rafiq (Nosferatu, unaligned) — Former assassin turned whistleblower.

    Layla Nasser (Acanthus Mage, Silver Ladder) — Fortune-teller and strategic oracle who reads the revolution’s destiny like cards in the dust.

    Their agenda: to overthrow Nabih and the old Invictus system, installing a hybrid council of mages and vampires — a “Requiem Assembly” — to rule a new supernatural democracy.

    1. The Cult of the Builder (Mummy + Mortals)

    Rumors spread of a tomb newly unearthed beneath the Giza Plateau — not of a pharaoh, but of Imaset the Architect, a high priest and engineer of Khufu’s pyramid who never truly died.

    Imaset-He-Who-Builds (Arisen / Mummy):

    Guild: Maa-Kep (the Engineers)

    Decree: Pillar of Endurance

    Memory: Nearly intact — his cult has kept him awake through centuries of blood rites.

    Goal: Construct the “Second Pyramid” — a metaphysical structure meant to bridge Duat and the mortal world, restoring divine dominion to Egypt.

    Followers: Engineers, construction magnates, and mystics drawn to visions of eternal order.

    His cult’s reach has infiltrated both mortal infrastructure projects and the Ministry of Antiquities. They are behind “urban renewal” schemes in Giza that double as necromantic resonance sites.
    Some believe Nabih once bargained with Imaset for knowledge — others whisper that Nabih himself is Imaset’s failed successor.

    1. The Awakened Conclave of Heliopolis (Mages)

    Hidden in the ruins of Heliopolis, this cabal of mages once guarded Egypt’s Supernal gateways. Now fractured — some side with the Veilbreakers, others with the Court of Ashes.

    Archmagus Fatima al-Nour (Moros, Mysterium)

    Keeper of relics, including the Tablet of Return — said to awaken the Deathless.

    Torn between her loyalty to the Lex Magica and her guilt over creating the unrest that unleashed Imaset’s cult.
