Population: Approximately 90 Awakened, several hundred Sleepwalkers, and thousands of mortal retainers.
I. GOVERNMENT STRUCTURE

The Primarch and His Circle (The Five Thrones of Albion)

The ruling council, patterned after an idealized chivalric order. Each seat represents both a Supernal Watchtower and a principle of governance.
Title	Watchtower / Path	Role	Motto
The Primarch	Mastigos	Political and occult ruler	“Rule through the reflection of truth.”
The Hierophant	Obrimos	Guardian of divine authority	“Faith sustains order.”
The Magister	Moros	Keeper of memory and death	“From ashes, knowledge.”
The Loremistress	Acanthus	Keeper of destiny, culture, and vision	“All things unfold as written.”

II. MAJOR NPCS OF THE COLLEGIUM
 1. Lord Alaric Wyndham, the Primarch of Albion
Path: Mastigos (Space / Mind)
Order: Silver Ladder
Apparent Age: 50s; actual age over 250.
Nimbus: A glittering mirror fracturing into infinite reflections; the sound of whispered oaths.
Background: Born to the minor nobility in 1770, Alaric Awakened during an alchemical initiation in Oxford. He united the warring cabals into a single aristocratic hierarchy. His bloodline remains mortal nobility — the Wyndhams still sit in the House of Lords.
Goal: To maintain the illusion of mortal stability and reclaim the “Crown of Night,” which he believes once bound both mage and vampire rule under divine kingship.
Relationship with Duchess Isolde: Rumored to have been her confidant in the 1700s; they share secrets of immortality neither will discuss.
Legacy: The Ecliptics — mages who manipulate reflections and twin worlds.
 2. Lady Constance Fairfax, the Hierophant of Light
Path: Obrimos (Prime / Forces)
Order: Adamantine Arrow
Nimbus: Radiant gold sigils and a choir of unseen voices chanting in perfect order.
Background: Former theologian and MI6 field operative; commands both the Collegium’s defenses and its religious orthodoxy.
Goal: To prepare for the prophesied “Red Eclipse,” interpreting it as the descent of the Supernal Flame.
Personality: Stern, crusading, utterly incorruptible — except perhaps by her fascination with Evangeline Rousse’s blood-born rituals.
Sanctum: The Hall of Vigilant Fire, beneath Westminster Cathedral.
️ 3. Dr. Ambrose Lytton, the Magister of the Veiled Crypt
Path: Moros (Death / Matter)
Order: Mysterium
Nimbus: Cold breath and the toll of funeral bells; words form in frost.
Background: Once a Victorian anatomist turned occult researcher; his preserved body houses a spirit familiar that whispers forgotten secrets.
Goal: To secure the undead records of London — he views vampires as living alchemical vessels of perfected death.
Connection to the Duchy: Trades with Cassia Thorn for funerary relics and genealogy records.
Sanctum: The Ossuary Vault, hidden beneath Highgate Cemetery.
 4. Lady Morwenna Blake, the Loremistress of Fate
Path: Acanthus (Time / Fate)
Order: Free Council (recently re-admitted)
Nimbus: Falling rose petals turning to ash midair; faint music that plays backwards.
Background: Former stage actress from the Edwardian era who never aged. She manipulates trends, art, and cultural “narratives” to subtly shape destiny.
Goal: To prevent the timeline in which London “devours its own shadow” — she claims both the vampires’ and mages’ courts end in mutual ruin.
Allies: Lady Honora Finch and Maeve Holloway; maintains an art-theatre cabal known as The Mirror Masque.
 5. Sir Gwydion Rowe, the Chancellor of the Verdant Circle
Path: Thyrsus (Life / Spirit)
Order: Guardians of the Veil
Nimbus: Smell of petrichor and iron; a ghostly stag watches from behind him.
Background: Welsh druidic lineage; serves as intermediary with nature spirits, fae echoes, and ancient loci.
Goal: To preserve the “Ley Crown” of London — a circle of seven primal nexuses being corrupted by both vampiric vitae and urban development.
Rival: Dr. Elias Voss, whose blood alchemy defiles the life pattern of the city.

Characters can use their skills to learn more of the backgrounds as well as goals of the NPC's.
The Duchess and Her Inner Court

Duchess Isolde of Blackmere
INVICTUS - Daeva
o	Background: A young looking noblewoman of an ancient Invictus Dynasty that is rumored to date back to the early days of Roman occupation of the British Isles. It is unknown how old the Duchess is, but her air and accent are Victorian, as is her favored dress. Her Duchy serves as a sanctuary for the elder elite, and the laws of the night are strictly enforced.

Circle of the Crone - Mehket
o	Background: Former Carmelite nun turned occult scholar. She oversees the duchy’s sacred traditions and vampire theology.

The Council of Five

Lord Malcolm Greybourne – Councilor of Commerce
INVICTUS - Ventrue
o	Background: Once an East India Company magnate. Now controls vast shell corporations funneling wealth into the duchy’s coffers.
o	Goal: To secure dominance over London’s financial elite through supernatural manipulation of global markets.

Lady Honora Finch – Councilor of the Arts
INVICTUS - Daeva
o	Background: Victorian poet and patron of painters; uses art to influence culture and disguise the duchy’s presence.
o	Goal: To curate a museum exhibition that secretly glamours visitors into vampire sympathizers.

Dr. Elias Voss – Councilor of Science and Innovation
Ordo Dracul - Mehket
o	Background: Nazi scientist captured and turned by Isolde for his genius in blood chemistry.
o	Goal: To create a synthetic blood substitute to reduce feeding risks — though his true experiments hint at creating controllable thralls.
